No. The only people who think changing policy (no consensus EVER needed) can attack bitcoin are people who are technically incapable of grasping what bitcoin is and how bitcoin works.
Anything within consensus rules is in play. When you try changing bitcoin's consensus rules without super majority support thats when you attack bitcoin.
Trying to 51% attack the network is an attack. It's not my problem if you can't understand that.
